Content: The Zambian Cabinet, in its 12th meeting of 2025, approved several legislative and policy reforms to address the rising challenge of illegal mining. The reforms follow growing concerns over smuggling, environmental damage, and exploitation of artisanal miners. Zambia Monitor | Zambia Monitor Among the actions approved are: deployment of defence and security personnel in mining hotspots; formalization of artisanal miners via cooperative licensing; the operationalization of the Access to Information Regulations, 2025; proposed amendments to the Anti-Gender Based Violence Act to strengthen enforcement and survivor protections; and the introduction of the Teaching Profession Bill 2025, which aims to regulate teacher conduct, licensing, and disciplinary processes.
